I can't make head nor tail of it...It seems to go on about flats and three storey houses.
How many unrelated people can legally live in a (small) three bed semi with one downstairs bathroom/loo??

As I understand it they vary from council to council, find council website for the property and lookup HMO0

By all means look it up on the website, but then also call your local council. Many are awful at updating their websites.
What you want to ask is if there is any additional licencing in your area.0 -
Well what I'm after finding out is what would constitiute overcrowding in a three bed house...unrelated tenants, we've worked out that there's at least seven still living nextdoor.
There are only three registered as living there.
Also, how can anyone prove it?0 -

You can't
How many floors are there? Very basically, the property would need mandatory HMO licencing if there were 3 or more floors & 5 unrelated tenants.
However, many councils have introduced additional licencing - in mine three unrelated people in any property needs a licence, regardless of the number of floors.
Why are you concerned about the number of people living next door? Are they causing you a disturbance? If so, contact your council, both the noise and nuisance team in the enviromental health department, & the private housing department, specifically the HMO team leader.0 -
It's more of a rubbish issue, I've been in touch with the council who said they were aware of the situation (not through us)
They said they'd get the landlord to move the rubbish and that it would soon be the least of his problems...but nothing has changed.
They gave them a bigger wheelie bin at our insistance but this morning there were seven bin bags an old blanket an piles of smelly food wrapped in a duvet cover!0
