i have a very bad credit rating and currently am in the throws of of an IVA.
is there any way or anyone who would consider giving me a credit card?
my bank will only provide me with a cash card not anything more!!!!

Without wanting to hit you while you're down, you're better off without one. The only ones you're likely to get will give you expensive credit, eg. Vanquis. If you NEED one, do a search on pre-pay credit cards you should come up with some recent threads.0
