Was not my parking ticket

I was walking down my local high street and noticed a lady receiving a parking ticket.
The PCSO that was issuing the ticket was standing infront of the car.
I asked the lady if she was receiving the parking and she duly stated that she was.
I advised that she was entitled to drive off and that the parking ticket would be invalid.
She duley got into her car a started to drive off.
The PCSO ripped off the ticket and threw it into an open window.
He then proceed to make a bline towards me ranting and raving, very close to my face shouting "Whats your problem!!!".
I correctly advised that the PCN does not become valid until you either

1. Place the ticket on the car.
2. Hand the ticket to the person.

He then again shouted at me " Whats your problem mate, if you want to report me here is my number".

I again duly noted that she is allowed to drive off and thus if the ticket has not been placed then it is invalid.

After this it got a bit boring. This guy is well known in the area and has dished out over 11,000 tickets in 11 years.(I might add in another area) You might say I am being petty, but I really want to report him for abusive and threatning behaviour, he really got up close maybe a good 12 inches away. I was just advised a member of the public on his/her rights when being issued with a parking ticket. I do not justify his in your face approach to me.

Who would I make the complaint to?
My local police station?

And on a different note. Why is a PCSO handing out tickets, surely there is a better use for someone in his position other than sorting out a very minor problem such as parking, there has never been an issue with parking anyways.
I all have learnt is from others on many sites.
Seek legal help if unsure.
Dont pay Private Parking tickets - they are mere invoices.

    Firstly, illegal parking is a problem. Secondly, he's probably sick to death of knowitall busybodies sticking their nose into something which isn't their business.

    By all means report him but don't expect much to happen however I'd be extremely vigilant about making sure I parked my vehicle correctly if I were you.

    Yes I am sure he has alot of people sticking their noses in. He wanted that job and therefore he must accept that he will meet someone like me who will give a helping hand to someone. Unfortunatley not everyone knows their rights. As in where i park in the future I do not park illegally, and when I have got a ticket by some overzelous inspector I have had them both recinded.

    There is maybe a case to answer for illegal parking in major towns and cities bit where I live there is no problem. Where I live it has been has always been free parking and hopefully will remain. Although they have just built some new ticket machines (although free to park at the moment) I can see that changing.

  • Personally, if a PSCO spoke to me like that I would be straight to the police station and reporting the matter to his sergeant.

    I thought the law changed to allow them to issue tickets, even if the car had driven off.

    Park legally and you have nothing to complain about is the way I see it.

    On the one hand you have an arrogant to$$er who thinks they can park how, where, when and for how long they like despite road signs etc.

    On the other hand you have someone enforcing the law issuing penalty fines to those who break the law.

    I know who's side I am on overall.

    But his in your face attitude is questionable. You probably depleted his Christmas bonus and now he can't afford a good turkey for his family so he felt a bit upset.

    PARKING CHARGE NOTICES (PCN)

    A Parking Attendant issues a Penalty Charge Notice. He will have to either fix this to your windscreen, or hand it to the driver. With bus lane contraventions where CCTV is in operation, you will receive a Parking Charge Notice in the post. This will also be the case for the yellow line contraventions issued by the London Borough of Westminster as this borough have started using CCTV cameras located in Mercedes Smart Cars.

    Plus: no more targets for profits or tickets, more powers for parking adjudicators and clearer guidance on how to appeal

    And neither do you. You're wrong - the rules changed earlier this year.

    The law has changed (I think it changed in April 08) so that when a parking attendant has started to write the ticket and then the offending driver drives away then it can still be issued. If it wasn't thrown in through the car window it would have been sent to her house.

    Looking at it from both sides it is also likely that you were trying to prevent the PCSO from carrying out his duties and perhaps (I am not saying that you were) you were a tad obnoxious.

    If you feel so hard done by then complain to the police or even to the local council as it is likely to be them that has made use of the PCSO. As for saying that it is a waste of money to have a PCSO writing tickets, surely it is better that they are doing that than sitting in a local caff drinking coffee and twiddling their thumbs?

    Personally, I wouldn't have poked my nose in - it wasnt as though the driver was being physically attacked now was it.
