'Pre-planning' application delayed!

Can you confirm the log cabin will be under 4m high with a pitched roof at the highest point (or under 3metres with a flat roof), or under 2.5 metres with any type of roof if within 2metres of the boundary of the curtilage of the dwelling house? Are the eaves under 2.5metres high? Seems obvious but the property isn't listed is it?
Regards, D x
Yes, the log cabin is under 4m high. The main reason I put in the 'Do I need planning permission?' form is I was unsure as to whether the 'eight foot' (as we call them) delivery access sevice 'road' behind our house counts as a 'highway or byway' in the eyes of the planning department as you have to be so many metres away from one. No, we're not in a listed building, just a 1960's bungalow with a fairly biggish garden (compared to our old terraced house garden).
After watching 'The planners are coming' last night (quite interesting series!) I'm going to sit back and wait. I need to have that piece of paper in my hand telling me I'm exempt or telling me I have to put in a proper planning application. I'd rather lose my money with the Halifax than build my log cabin and then have to demolish it!

I can't believe it! I've just spoken to the woman dealing with my log cabin/summerhouse and, had I built it prior to 1st Oct 2008 I wouldn't have needed planning permission but now, because it is to have a verandah and is taller than 2.5m and only 1 metre from my boundary I need planning permission!
I could cry!!!
How many bl**dy times have I rung her since the beginning of all this in July!! It's going to cost me £150 for the planning permission and if it takes as long as it did for her to answer my 'Do I need planning permission?' question we might have it (or not!) built by next year!
Oh, I'm fuming!
Added - I guess I'd better look again at Building Regs in case anything has changed there too!DEBT FREE BY 60Starting Debt 21st August 2019 = £11,024
