Short Cycling Boiler

Hi,
My gas boiler, a Myson WM40/50, short cylces madly when the central heating is on. When it is just heating hot water it kettles badly too. My concern is that the 15 to 20 seconds running followed by around 10 seconds pause is inefficient. The constant re-firing can't be a good thing. Gas use over the last year was 22500 kWh for a small three bed house.
Anyone any suggestions for the short cycling problem?
