Community Website - How To Build One?

Hello everyone
I would like to build an online community website with user generated content, something like FriendsReunited or Bebo (but with a different purpose). I have good Internet knowledge but no web design skills. Is there any free web design tool online that allows somedoby unskilled to build that?
something basic really, where anybody could post details of himself
I used Synthasite.com but it doesn't seem to have it
