but keep getting automated options

You need to be verified to get rid of your restriction, until you do so i dont think there is anything they would do.

You could try www.saynoto0870.com for an alternate number,but its down at the moment. That number is the only telephone number that paypal publishes,but you need a special code to enter, which you get by logging in and going to their service centre and looking for that telephone number.

Although the main number gives you an automated system after a few options you do get the chance to speak to an agent, so persevere.
