None stock items not got promised refund - Advice needed

I had some gift vouchers from a LCB surf store they sent some of the order but as the other items where not in stock they where not sent, and they said would refund the voucher back with the amount. They havent!!
Have contacted them 3 times by email and once in writing to enquire about this but have had NO REPLY!!!
Problem is that didnt get an e-mail or anything confirming order etc or despatch delivery as it was a voucher payment, also cant find the packing note now either
Its about £65 im owed.
Have told them the dates i ordered and received goods, dates i got telephone calls from them, delivery address and voucher code used so would think they could track it from this!
Not sure what to do or who to report them to?
Any advice
