Locking Luggage/Suitcases ..... What (If Any) Are The Guidelines?

Whilst I appreciate the situation in the US is different (it cost me a good suitcase
), what (if any) are the rules and or guidelines when travelling elsewhere?
I'm a big, big fan of the "shrink wrap" machine often seen in Asia that guards against theft, bursting of cases and unwanted goods being put in cases..... but are there any rules and or guidelines in relation to locking cases/suitcases these days?

I dont think there are any rules but you can get padlocks with combinations that can be opened by airport security that show if they have done so. This enables you to lock the case so that only they can get in if necessary. I picked up a couple at the airport about six quid each.Snootchie Bootchies!0

I just use the "ring" from key rings - won't fall off but easy to get off and on. I reason that a thief or security would force any lock anyway!0
