Foreign banks £35000 guarantee

It was stated by an expert today on BBC Working Lunch that the £35000 guarantee does not apply to foreign banks operating in the UK and mentioned Spanish, Irish etc. What about the Icealandic banks. What about Banco Santander that owns Abbey and more recently Alliance and Leicester. Anyone know if guarantee is ok as it is a Spanish bank.
