How much to decorate a studio flat?

After my flood which I've posted about, the place needs redecorating. I'm having so much trouble getting quotes for such a tiny place so close to xmas, that they insurance company said they could consider paying me around £400 to decorate the place myself (it is a 3.5 by 5 metre room, with a small hallway and small separate kitchen that is mostly cupboards).
Would this cover materials and the hassle of taking a few days off work/giving up my weekend, do you think?
What else would I need apart from lining paper, paint, paint brushes/rollers, trestle table, paste, possible hire of equipment to get old lining paper off walls, etc (any recommendations? some kind of steamer)? I'm sure I've forgotten plenty of stuff!

if you liked your old wall paper you can save on costs by wallpapering the bottom of the walls and use a boarder to split them. This way you only need less than half the amount of wallpaper and less than half the effort.0
