SOA? What? Help - where to post?

Hi,

I've spent some time poring over this board, and there is often mention of SOA or "Statement of Affairs". Where do I post this? Maybe I'm being blind or stupid, but I would prefer to think neither! I looked in the FAQ and various other places. Please let me know!
