confused on credit rating

I have never paid interest on credit card debt for 3 years!! and it is helping to lower my debt. But my current situation is difficult and i'm worried that if i apply for credit i may get turned down as i am no longer on the electrol role.

My situation is...

I rented out my and my husbands house 4 months ago and moved in with his parents

He is in Rented accomodation until our new flat purchase goes through

My issue is that although i have changed my address on credit cards and bank accounts i'm not sure i will show up on the system and don't eat to risk a rejection... I could transfer my card to Barclaycards deal at a low rate for life instead and apply later on.

Questions I would appreciate help with are:
When our new house goes through how long should i wait to apply for a new credit card?
If i applied at my current address would i damage my parents in laws rating if i get rejected?
Do all credit card companies want to see you on the electrol role?

Rejection is not shown on your credit files. Only a credit search is shown for one year. One search has very small impact on your credit rating. Only several searches during short period of time can seriously reduce your chances with further applications. However, I don't think this affects your parents rating. This could happen only if your credit history is really bad (defaults, CCjs, ...).
