The Shareholder Partnership & Northern Electric Shares

My father-in-law who sadly has Alzheimer's had some Northern Electric Shares, but there is no sign of the share certificates in his house.
Today he received a letter from TSP (The Shareholder Partnership) who seem to be a company dealing in the finding of old shareholders .. for a price
Theiur letter reads
In 1997 CE Electric completed compulsory acquisition of Northern Electric. Our records show that you have hold NE shares. You are entitles to £6.50 per share
Great I assumed, but ...
Their fee is 95p per share, plus an additional unknown administration. fee if there are no share certificates.
This seems an expensive way for him to claim the money that he is owed.
Does anybody have a better solution, maybe via one of the bank resistrars.
Any help would be greatly received.
