Can We Submit A Bill?

Hello

Technically, this isn't a money saver but my parents have had severe difficulties with the Post Office not dealing with a block on their phone line and my parents have had to complain over and over and over again for the last month. I'm sure I've been told before that consumers are entitled to submit a bill, to companies, for up to £50 to cover the costs they have incurred due to having time off work to wait in for workmen (who then don't turn up) having to keep making phone calls and writing letters. Is this true?
