Just a quick question - my brother is a tenant and is looking to switch supplier. Does he have to ask the landlord's permission first?

No he doesn't however it would be common courtesy to ask.
If the supplier wishes to change the meter (to a prepayment meter or credit meter) then you should be consulted before the work takes place.0
