accredited letting scheme question

Hi,
we have been renting our house with the help of the council through the accredited letting scheme, where the council pays the deposit and the first months rent in advance. As our contract is expiring next month i spoke with my LL and he assured me he would want us to stay. He also said that the agency that we found the house through will call us and i should tell them that we will be leaving. Basically he wants me to lie because if we tell the agency we want to stay they were going to charge him 400-500 pounds. I feel very bad about having to lie but i am more concerned about what is going to happen to the deposit and month paid in advance. Is the council going to get this automatically? And if so where will we stand legally staying in the house. Is this going to have any influence on our Housing Benefit in any way.
I hope i could explain well my worries.
