I am thinking that in the current climate with banks dropping like flys that it would be safer to withdraw my savings from IceSave and get 30k of NS&i bonds.

When would be the best time to Buy the bonds as I want to plan things so I maximize interest recieved from IceSave and have the bonds ready just before the next draw?

On the assumption that you mean Premium Savings Bonds:

The bonds enter the prize draw one calendar month after purchase and continue until you cash them in, which can be any time, though it takes up to eight days to withdraw.

Bonds purchased before the end of September will go into the 1st November draw.
