Reclaiming Bank charges - Lloyds TSB

Hello
I wondered if someone could please advise me!
I have started the process to reclaim my partners bank charges with Lloyds TSB for his personal and business account that totals approx £4k in charges.
I have recently received a letter from Lloyds that states that they feel that the charges applied are fair and that details of their charges are published for customers to view. In other words they are not going to refund any money!
Has anyone else received a response the same? What shall I do next? Do I take the next action is threating court action? please advise
