how to write letter - thinking of buying vacant property

Hi
Wondering if anyone can help.
I need to write a letter, the letter is to the owner of a vacant property, that we are interested in buying, don't klnow if they want to sell yet .
How do we approach this in a letter.
We were told by someone it was /is the mothers and she has moved out about 9/12 months ago, house is not on market and , family come to make sure house is ok every month or so ,
Just dont know how to start letter.
Also it is a sort of one off house, in that it is the smallest house about by far, run down and in need of renvation, I have looked on house prices but they just don't compare to this one.
How does one go about finding a value to this house , as i would not want to waste time of people to find out it is too expensive.
Hope someone can help.

This is actually an offer to buy. So, the vendor has only got to reply 'offer accepted' and you're roped in legally. The property may be riddled with dry rot, who knows?
Add the words 'subject to contract' to the letter.No reliance should be placed on the above! Absolutely none, do you hear?0
