No Vat On Flooring In New Build

I Am Buying A New Build Property In Scotland Through Persimmon And Have Just Been Told By A Friend That We Should Not Be Paying Vat On Flooring Or Blinds If They Are Fitted Prior To Our Move (we Are Funding These Personally). Can Anybody Confirm This? Have Asked Persimmon, But They Know Nothing About It (which Is No Suprise Really!)

The construction company I worked for recently had a vat inspection and the inspector disallowed the VAT we had claimed on all carperts and non integrated white goods stating that anything that could be removed without causing damage we had to pay the VAT on and in theory should have passed it onto the purchaser. He allowed fixed wooden flooring.0
