is it an optical mouse. It might have some fluff caught in the light sensor, you can remove it with a small paintbrush if so.

... or a wireless mouse with flat batteries?
  • Or a ball mouse with layers of gunk on it!

Sounds more like a laser mouse with some fluff on it though, based on your description.

Trackpads are sensitive to lots of things. Too much oil, too little oil, too dry, too wet, clean, dirty, too warm - they can have disagreements with your fingers for lots of reasons. It is a physical thing - nothing to do with viruses.

Having quickly browsed through that I'm very glad my occurrence of the problem was solved with just a less-than-barely damp cloth!
