From scratch?
That could be difficult, but once you know html/css it's fairly easy.
I would recommend looking through all of http://www.yourhtmlsource.com/ (especially pay attention to the bit on css stylesheets) and http://www.w3schools.com/
to learn html, then download Notepad++ from http://notepad-plus.sourceforge.net/uk/site.htm
From there you can code with Notepad++ (better than windows notepad). That's all you need, but if you want an easier way to do css then try http://www.skybound.ca/stylizer/
If you want to host it for free, try http://www.110mb.com/
However, you will have to pay a small fee if you want to use things like MySQL, which you may need for a forum or blog etc.
Once you've done a few sites, you might want to start learning PHP (http://devzone.zend.com/node/view/id/627 ), which will open up a whole new alley of things to do.0 -

Get a quote from this guy
"Well, that sounds like a pretty good deal. But I think I got a better one. How about I give you the finger, and you give me my phone call"
