New Smart Meter - Eon

I got a phone call a few days ago from Eon about switching to a capped rate with them. They are about the same price that I am paying right now (they tell me) with EDF. I am happy to switch to a capped rate, I dithered earlier in the year and missed it when ML told us all to switch.
Anyway, part of this capped switch package is that they are giving me an electricity monitor to tell me how much electricity and gas I'm using or something, but also they are going to install a new smart meter with SMS in it so it sends an SMS to Eon every month telling them the meter readings.
The woman on the phone told me that it would be only one of 150 they will be installing and in the next few/ten years (I forget now which she said) the government are going to make them compulsory and they will cost 'in the region of £100' and individual people will have to pay for them (I checked this with her as I thought NO WAY) and if I get it now I wouldn't have to pay up in the future. HOWEVER she told me it was going to be free but I would have to pay £25 installation and to be taught how to use it because it also tells you stuff about your usage so you can be more efficient.
What I want to know is firstly, is it the right time to cap and is Eon the best to cap with, and secondly, what's the deal with these meters and am I being spun a load of lies??

I believe if you really wanted one of these 'for free' you can get one by signing up to first:utility for a couple of months, lol. Before you jump to conclusions, I'll make it entirely clear I won't be doing such a thing...Call me Carmine....
