CPU 100%, programs not installing

hi there
i had some viruses on my pc , so i backed up my data ( then scanned this for viruses non found) , used the restore cd, to take pc back to factory settings. put on firewall Anti virus spyware protection
The problem i have now have is the pc is running slow , when i try to install a program the cpu goes from like between 2 -4% (when i have nothing running) to 100%, when i look in task manager it appears to be 1 process running at 100% and is the process for the program that is currently installing
the programs i try to install will just freeze at any given point, i then end the process and the install screen for the program will disappear and CPU return to normal.
i have not yet connected back up to the Internet.
I always thought when you did a full factory restore the pc would work at its best, could this be a hardware issue rather than software. Thankyou

your pc will be looking for a net connection to update the av software etc which will give a few pauses but otherwise it sounds like a failing hard disk drive,
most hdd manufs have diagnostic software available from their web sites, see what yours is in device manager then go dl some, burn to cd and do a full testclick here to achieve nothing!0
