Best Fixed-Rate Acc (for Non-UK Resident)?

Hi all,

I'm from Singapore and am currently an international student in Cardiff. I already have applied for an account for a student's savings account with Natwest but I'm looking for something with a better interest rate, preferably a fixed one with 3 to 6 months. Unfortunately because I'm a non-UK resident I can't go for Kaupthing (noooooooooo!) or Alliance-Leicester. Is there any risk-free alternative that is recommendable at the moment? I'm thinking of Halifax but want to leave my options open.
