Help/advice please: moving thermostat

Lodgers have been leaving heating/water on all the time so I would like to move the thermostat/controls to my bedroom so I can set it on a timer to come on only when the temperature falls below a certain level & at fixed times - early morning & early evenings. Is there a charge for this & if so how much is it please?
