Can i negotiate on a house that was Part Exchange

Hi,
I'm interested in buying a house locally. It is being advertised by a local estate agent at a fixed price.. When i called them up they said they had to sell the house within 8 weeks as the owners had just done a Part Exchange deal with persimmon. So firstly, what happens if they don't sell it within the 8 weeks, and secondly, can i negotiate the price as obviously persimmon didn't pay the previous owners the full price. Also, when i'm looking at houses, how do i know that it was previously used as a part exchange if its just being advertised in the same way through a local estate agent and not through the housebuilders - Do housebuilders advertise houses that they bought for part exchange? Any info will be appreciated, Thanks;)

We're trying to do something similar only we want to part ex on a part ex.
We saw two properties adverised on the wall of the David Wilson sales office.
I had previously seen the properties on Rightmove so they do advertise with local estate agents.
In fact, I got a slapped wrist off the estate agent my house is on the market with for viewing these properties with someone else than them...I didn't realise that they would get the fee even if we decided to part ex!
As for the eight week turn around this is what they aim for but one of these properties has been on the market for nearly a year!
I'd go in really low...they'd be mental not to snap your hand off.
