Service of boiler and earth bonding

Okay - my boiler was installed in 2000 by British Gas and was serviced every year under their homecare agreement yearly. No problems - in my infinite wisdom I changed over to N Power / Homecare. They sent a local firm out to service my boiler and supposidly it isn't earth bonded!
Now should this have been done at installation? has this local company come out and damaged my boiler? British Gas say that it passed its elecrtical service in June 07 - has there been major changes since then???
Please help me as I have no idea what has gone wrong.

What it means is that the metal parts of the boiler and/or the pipework should be connected to earth, so if mains electric should come into contact with the pipes or boiler it would immediately trip the mains.
All that is required is a wire from the pipes etc to a good earth point, but an electrician must do the work.
Do not know if the regs have changed since it was installed in 2000.0
