Hi i'm about to do a masters. However I will have an income of around £1400 per month and I own the flat I will be living in. Will I have to pay council tax?

If you are a full-time student and the only person over 18 in the residence you are exempt. Your Uni should give you a Certificate of Attendance/Council Tax Exemption Certificate either when you enrol, or if you ask at the Admin/Student Records Office.
You submit this with evidence that there is no-one else in your residence and the Council should not send you a bill for the duration of your course.
Be aware that this is not neccesarily Sept-Sept, you may finish in June, the end date should be on the Cert.0
