Cannot connect to Tiscali email server.

I cannot send or receive tiscali emails on Outlook express. I have been through all the troubleshooters to no avail. I am trying to access the server using telnet pop.tiscali.co.uk 110 on the cmd program but it comes back with a connection failed message.
Any ideas?

go here and check all the settings are correct

note that incoming is POP and outgoing is SMTP!!
If no avail delete the account in outlook and set it up again from scratch.
