If the mobiles are on contract...put the mobiles in a place out of the way for the remaining term and simply do not use them. THis will cut the bill down from £100 a month to the cost of the line rental. You could also try downgrading to a cheaper tariff. That's saved roughly £60 a month at least.
As for Sky....lots of people here have reported that they can cancel their packages, and have done so. At the very least you could downgrade it to the basic package saving around £30 a month.
As for food / groceries / nappies. Check out the old style forum. Many people there would love to have £400 a month to spend, but most (including myself) manage on a heck of a lot less. In my household there is only me and my partner, but we spend only £100 a month. Other's have children (yes including babies) and survivie on this amount, or not a lot more.
Edit: And yes these amounts include all the things you list. For cleaning try white vinegar....trust me...and everyone else on Old Style
If you want to sort your problems you will bite the bullet and do it. Its not forever...just until you get yourself organised. The choice is of course yours, but those are the areas where you can make savings.
You can take action yourself to solve these problems. You just have to find the courage to do it. It is very important that you sort out the council tax and rent problems, as these could seriously bite you in the bum.Baby Year 1: Oh dear...on the move

electric is actually only £50 a month but I am having to repay a previous supplier which i still owe £170 to.Gone from 5 credit cards  to 3 thanks too MSE

i will certainly ask about downgrading my sky package and mobile phones thanks. By the way we don't have gas. I attribute some of the cost of the food ect to the fact that the only supermarket near us is sainsburys and that both myself and my wife have food intolerances. Buying wheat/gluten free alternatives is often more expensive.Gone from 5 credit cards  to 3 thanks too MSE

Still take a look at the Old Style boards. There are people there who have to cater for wheat / gluten intolerances.
Sainsburys....suspect that's one of the problems. I switched from Sainsbury's to Asda's a while back and get a lot more for my money.Baby Year 1: Oh dear...on the move
