Scottish Power Fixed Price Energy Online... not really fixed?

Is this tariff really capped? I switched to SP fixed price energy online in July under advice from MSE, taking a big price increase but thinking that it would be smart to cap, with this tariff becoming competitive and remaining so until late 2009... but the standing charge isn't capped, is it? And the NSC option can just increase the number of units in the first price tier, making it go up also?
It appears that the SC for this tariff has gone up from around 21p to 32p per day for both gas or elec. That's another £6 per month, which is close to the rises across the board for me. So it's not really capped in my mind, and the small print is very misleading.
Can anyone put me right on this?
