Backdated bills - how do they work out the price?

In March 2007, I switched from a gas pre-pay meter to one which was meant to be on Direct Debit. I haven't been sent a bill and the Direct Debit was never set up. I was didn't exactly chase them to be honest - I was quite happy to keep the money in my bank account earning a pittance in interest! I rang a few numbers a few times and got the usual reassurance that everything would be sorted out.
I guess at some point a huge bill will be sent and am worried that I'll be charged at today's rates rather than the former ones. What should I do?
