Where's the video clip now? On a camera, or phone? Elsewhere?

the video files are on a dvd, as TS files, however I want to extract a portion off one of the TS files

if its a short clip - windows movie maker may be able to open it.
If it can - then creat a new movie with the video clip you wanted then save it as a WMV file . then upload to website.
I take it you already have a file transfer program (and FTP program)..
if not then core FTP lite is pretty good, and free.Don't try to teach a pig to sing - it wastes your time and annoys the pig0 -

Use DVD decrypter in IFO mode to extract a particular chapter / episode:

Then either:
a) Use Windows Movie Maker to edit the video / crop the portion you are interested in, save to a compressed format.
b) Use VirtualDub to edit / crop / filter. It's more involved, and takes a bit of learning, but is far more powerful, stable and useful. You'll also need to still save it to a compressed format.

If you can't save to a compressed format from WMM or VirtualDub, you can save to a non-compressed one then use something like Auto Gordian Knot to compress to an xVid or DivX file. However, not all visitors to your site will have software for displaying these (although most will.)
