What switches the Vista Virtual Memory Paging File off?

Has anyone else on Vista had a pop-up saying that virtual memory is low and advising that Firefox should be closed down?

I use Vista Home on a 1 GB pc, and yesterday started getting a pop-up about low virtual memory advising that Firefox should be closed.

Windows task manager showed memory use of 75%, mostly Firefox with 60,000 kb and dwm.exe with 47,000 kb.

I followed advice from a website to check the System Properties / Performance Options and found that the paging file had been switched off!

I switched the paging file back on with a size of 3000mb, when there was a warning that pagefile.sys already existed. I opted to overwrite the existing file, and now the low memory message no longer appear.

Other than apply Vista service pack 1, a while ago, I am not aware of making any changes that could have switched the paging file off, so do any of you Vista experts know what could have caused this problem?
