Birthday/halloween party ideas for 2yr olds?

Hoping for some help from you creative folks on here please!
We are having halloween-themed joint birthday party for four 2yr old girls. There will be approx 20 children there, ranging from 6 months to 6 years. Obviously the teeny ones won't need a lot, but I'm looking for ideas for an activity for the 2yr+ kids, along the lines of decorate a gingerbread man maybe?
We're hiring a fairly big hall, and decorating it cheaply could be tricky so any links to sites with cheap balloons would be good! We haven't discussed party bags yet...
Also any food ideas other than the usual birthday buffet would be good - there'll be quite a few adults there so something they could eat too would be appreciated I think. I thought about pizza but not convinced the 2 year olds would be too impressed with that
Needs to be easy to prepare/organise though as we're all pretty busy juggling work/new babies etc.

What about placing a topping on a piece of bread then rolling it up then you slice it up to make like whirly sandwiches. Place these on top of cheese and you got snails!
You can get three pumpkins going from small to large, carve out the faces with the children and put fairy lights inside and stack them ontop of each other to make a table centrepiece.
Wait until the halloween things come in and fill up on plastic teeth and fingernails etc that are mega cheap and fill plastic cauldrons on each table full of the goodies to keep the kids entertained.

how about this for a cheap idea? (I'm doing it next week for my DS who is 2 & DD who is 5's birthday party)
A colouring competition. Get a lot of crayons from your own stash - no doubt you have a stash with a 2 yr old - and photocopy a suitably spooky picture & they will hopefully have a lot of fun colouring it in.
We're also decorating some biscuits & facepainting although your guests might be too young for facepainting.

I don't have any links for cheep balloon places, but if you have Home Bargains near where you are they got some fab Halloween balloons for under a pound. I got a bag with balloons shaped like spiders. And then the ordinarily balloons (black and orange) with patterns of pumpkins, devils, spiders..etc.. on them. Can't find my receipt now but I'm fairly sure the bags were 59p each.0

bobbing for apples (that was what it was called, wasn't it?) we always used to do that at halloween for some reason.
as for decorations, at a halloween party a few years ago we ripped up lots of black bin liners and blue-tacked them over the walls with some cheap spider-web type netting stuff that we picked up fairly cheap somewhere.Wiggly:heartpulsFB0 -
hi, i went into poundland today and they had tons of great halloween stuff from costumes to decorations , at all at £1 per item you could decorate the hall lovely.xOne day I will live in a cabin in the woods0

Really cheap way to decorate if you are crafty. Use black bin liners cut into strips and sellotaped to create spiders webs. I made a 10 foot one once and it cost pennies. For the spider I used black tights with newspaper stuffed in to make the head & body, cardboard coloured black with a marker for the legs, not very MSE and cut out card for eyes. Drape a bit of that wispy stuff on and it's perfect. You do need a big space to lay it out though.
For one game I did pin the star on the broomstick. Roughly drew a witch with a stick and used coloured stars for the stickers.
Apple bobbing is fun.
Musical Ghosts would be good, when the music stops everyone has to pretend to be scary?0
