Landlord insurance

If I cant sell then I shall be forced to let my home.
LA seem to charge a lot, am I better trying to find a Tenant myself?
If so is there insurance that I can take out myself in case they dont pay and legal cover to help get them out if they turn out to be a problem?
I presume I can check their Credit rating online, and ask for references?
Any thing else I need to consider, or is it better to use an agency?
