HELP needed please (very confused pregnant wife trying to sell home)

I was contacted by my estate agent yesterday to advise me to pay the £100 plus vat for the EPC certificate which he says is necessary for all houses on the market and the fee will be raised to £250 plus vat by the end of this month if I chose not to have it prepared now. Can you please tell me if this is necessary to sell my property and do I need a HIP pack too? I understand new legislation requires landlords to have an epc in place but I have not found a requirement which specifies that average home owners require one. Is this estate agent trying to make money out of me as I have also found a website who will do it for £65 plus vat. Oh I have a 3-bedroomed semi (In case that makes a difference). Thanks Kj
