What you were told was wrong, maybe the guy you had just wanted some easy money by doing the minimum work. BTW did you get any electrical certificates from him on completion?
Well, I got worried from this, so I contacted the local authority and asked the guy who is in charge of the electrical contracts what the regulations are as regards their properties, as my place is part of a block. They said he was acting to the same legal standards that are specified as part of their own contracts, which are apparently to a higher specification than in privately owned properties, and in all their planned refurbishment works they will be removing all earthing to pipes as it is no longer relevant.
I also phoned another electrical company and did the dumb female bit. They said 'don't worry, you don't need to employ us, what he did was fine'.
If the guy from the council is lying too, then I'm going to be frazzled to a crisp!
