It would be nice to think so, but I think it's more like saying I've just picked the winning lottery numbers for last week's draw can I have some of the prize money?

I didn't see all of the news, just the summary. It stated that it would be effective immediately. I don't think there is the remotest chance of it being retrospective. Where on earth would they draw the line? If they announced everyone who completed within the last month would be refunded, those who completed in the last 5 or 6 weeks would complain, and so on. It's unfortunate for those who have just completed their purchases but the government couldn't possibly refund everyone.
