In an ideal world, the "base cost" idea would be wonderful.
However, it all falls down when you consider the fact that trains are rarely ever fully booked (well....except peak times) so on a commercial stage it just wouldn't be viable.Can I afford to buy? Mortgage Affordability Calculator

I’d like to see a completely flat rate system where there are no discounts for booking in advance. It coasts the train company the same to transport you whether you book 12 weeks or 12 minutes in advance and penalises people who have to make last minute journeys.
I’d also like to see the rip off where a single ticket costs nearly as much as a return. It doesn’t happen on the continent where a single id exactly half the price of a return.
As a believe in public ownership I would like to see the entire industry integrated and taken back into public ownership and run by railworkers and passengers' representatives not shareholders who don’t use trains but are quite happy to bleed the network dry
