First flat viewing: What questions to ask?

My friend is going to view a flat she likes and this is her first time even viewing a property and was wondering what questions she should ask such as council tax bands, service charges etc.
So if anyone could let me know of good questions to ask it would be appreciated as she doesn't want to miss anything.

I replied to a post about what to ask some time ago and you may be able to find it. Alternatively there is a page about this under the general category of "Buying Process" it on my website which you would have to find yourself because I cannot give you a link here.
You want to know about the landlord and how reasonable or otherwise he is - size of service charge etc. Also knock on neighbour's doors to ask them the same question - seller may be economical with the truth!
On top of that, particularly with a small block the co-operativeness or otherwise of the neighbours can be important. Sometimes the residents end up having to organise maintenance themselves so co-operation from others can be important - or you might have to present a united front to an unreasonable landlord.RICHARD WEBSTER

Are you buying or renting?
Don't be afraid to ask questions that may sound a bit too detailed or personal. For example, have a look on the budget planner on the main MSE site.. look for the spend lines which are related to the house, like council tax, gas, electric, etc... Ask to see their last bill for each so you can get an idea how much it will cost you on top of the rent each month.
Other questions - Any signs of damp, any major structural work/damage? Does it have a BT line installed, or cable?
Car parking - do you have your own space, or area you can park?
Length of tennants agreement if you are renting..0 -

and keep your ears open - I viewed a flat about 3 years ago and could hear upstairs talking whilst viewing....paper thin floors!A blonde... cleverly disguised as a Brunette.......;)0
