Building large lines of credit

I wanted to find out if anyone has any experience with building large lines of credit on credit cards, as getting 0% for 12 months on £2000 or £40,000 obviously makes a big difference :)
I've read that card issuers are often willing to give you a higher credit limit, if you transfer a balance at the time of getting the credit card.
Another way would simply be to ask them to increase the balance after having the card for say six months.
If you have two 0% credit cards with a balance of say £4000 and £5000 and the 0% deal is about to come to an end, a new lender may be more likely to give you a £9000 limit if you ask to transfer these balances than it would otherwise (not taking into account other factors like income). Right?
