Van Road fund tax

Does anyone know what a euro 4 light goods vehicle is? According to the DVLA site the tax for these is £120.00 a year. I presently have a Kangoo van reg 02, the tax costing £180.00.     Surely for a van the same rules apply as for cars, CO2 emmissions band determines VED due.
    Even so, it really would not be money saving to change vehicle just for a £60 saving on the VED. If the '03 Kangoo has better emmissions / fuel consumption that might justify a change.
