RBS problem

Last year I switched banking to first direct from RBS - all my DDs etc shifted, but I was still on the Royalties account (as we travelled a lot last year and worked out cheaper to get the insurance through them rather than get separate annual policies)
Anyway, I forgot about the account and unfortunately they were still deducting the fee so I was ~90 quid OD on that account. (auth. OD £100)
Realising the error of my ways I phoned up and tried to cancel the account (converting it back to a standard non-fee account) - to cut a long story short they couldn't help me and I had to go to a local branch (and queue for an hour and ten minutes to sign a form stating that I wanted to revert the account). Now, I had the princely sum of £3.39 in my VERY old (and unused) RBS savings account (0.8% AER, folks!!) which I transferred out of that account to the current account, giving me a balance of ~-£86 which would cover the final months charge for the Royalties service so I wouldn't bust through the authorised OD.
Anyway, I got a letter yesterday advising me that I had been charged £38.00 "Unpaid item fee" on that savings account when I transferred the balance to my current account!
The useless RBS direct banking helpline said they couldn't help me as they didn't know anything about it, and I would have to contact the branch! (which obviously isn't open at weekends)
The statement at the bottom of the letter says:
Item : OTH
Payee: Call REF 0431 TO A/C 1015
Amount: £3.39
My online statement is showing a negative balance of -£99.54 in the old current account and a balance of £-38.00 in the savings (which is the 'fee')
Does anyone know what this is likely to be? I'm at a loss, and I'll be demanding the money back (as well as paying the negative balance and closing my RBS accounts for good!!)
