Damp Proofing a cellar

I'm thinking of reducing the dampness of our cellar. The cellar is in good condition and reasonably well ventilated, for a cellar, but it is damp, especially after alot of rain. It's only used for storage of things like bicycles, tools and I do some DIY things down there. Basically, I'd like to improve its resitance to damp but don't want to spend a lot of money as it is not to be used as a habitable room. We're in a terraced house with a house either side of us, so we wouldn't need to treat that in terms of horizontal damp. But the floor, front and back will need doing. The walls are not plastered.
I was thinking of stripping everything back, cleaning and then coating with some suitable chemical.

Would anyone have any recommendations?
