Fluorescent light problem

I've just had a look at next doors fluorescent light in the garage.
One side of the double 6ft fitting is working. I changed the starter over and I've changed the lamps. Starters and lamps ok. No loose wires.
One side just flickers.
but, It works ok in the summer.
So, I presume it is a problem with the choke and the temperature of the fitting ??
Can anyone help me with this one ?

Damaged/corroded lampholders?0

yes mine is the same i think it is the cold, best to replace with a sealed unit out door type about 20 quid at screwfix.0

I've checked the lampholders today and no signs of corrosion.
The fitting is only about 2 years old and is well protected.
I'll pick a new one up for the old fella next door.
