Appying a finish to plywood

Is it possible through sanding and varnishing/laquering etc to get a nice finish from a piece of plywood,or would it be better to veneer it and then finish the veneer?

Depends on where it is being used. How nice does it need to be? OH made some extra shelves for our caravan in ply, I varnished them. He sanded them again, and I varnished them again, they look fine.0

Plywood is always going to look like plywood unless it has a nice wood grained finish to it. It will still come up nicely with varnish if well rubbed down and kept dust free. It all depends on the piece of ply that you use. My pal's boat is all varnished ply inside and looks pretty good to me.I can afford anything that I want.

I have got ply wood to look reasonable when using dark-oak stain after a sanding. As plywood can have a pitted surface, I would recommend filling the pits with some fine sawdust and glue, before staining0
