Sorry OP but you have to wait or pay by other means. Such is life.
As a buyer I would have to wonder why the sellers account is 'down' maybe paypal have frozen it pending investigations of other complaints so the buyer should be extra wary of using a non secure method of payment now.
Paypal does act up, but the excuse that his account has been scammed is very lame how can you scam a seller's paypal account, only paypal can freeze it and only when they get a complaint.
To the OP be polite but just say you will wait until he gets his paypal account sorted. If he goes for a NPB on you file a counter complaint that he is a non performing seller as he will not take the payment option outlined in his auction.
Ask yourself, if someones account has been frozen for some reason, do you really want to send them money in the post?

Totally agree - its the seller's problem. As a buyer, if PAYPAL is offered as a form of payment and you bid on it because you want to pay by that method then that's part of your terms of agreement. If the seller changes that for any reason then they should not penalise the buyer for wanting to withdraw from the sale. In those circumstances I would think mutually agreeing to end the sale would be the best course of action. IMO the seller is being unreasonable.0

Thanks for all your comments they are much appriciated. I contacted the seller again and asked if there was any other paypal account I could use and he insists I go to the bank and make a money transfer....... I have over 500 positives on my account and have NEVER backed out of a transaction yet. Most of the buying I have done through paypal unless it was for a small amount.......having said that I was scammed out of 28.00 one xmas when I paid by cheque. Even with paypal its a risk, my daughter recently bought a phone through paypal it was supposed to be new and boxed, it wasnt either she claimed her money back through paypal and won her case.........she received 74.00 back from the 89.00 she paid as they said that was the % they could claim on our behalf, the rest she has to get herself..........fat chance!!!!

Personally I would wait for either the seller's paypal account to become available again or back out of the sale. I understand that you don't want your reputation tarnished, but would could be losing money if not done through paypal (no chance of even getting a part rebate).
Keep talking to the seller - hopefully he'll wait for payment until his paypal's back up and running? Good luck.
